Cage Cleaning
How often a cage needs to be cleaned depends on the cage size and the number of inhabitants. Its usually recommended that you clean the cage about once a week. If you fail to clean the cage often enough it could result in your rats getting sick.
Most people use normal dish soap and hot water to clean their cages. Its also a good idea to disinfect the cage once in a while by mixing a little bleach with hot water. Make sure to thoroughly rinse the cage afterwards.
Bathing
Rats generally don't need baths because they groom themselves all the time. Sometimes you may want to give them one anyway or you may just want to let them play in the water for a little. Just try not to do it too often. They'll get mad if you are constantly washing their scent off. I use a very small amount of puppy shampoo when bathing my rats.
I've been bathing my rats once every month or two since they were babies. So they're pretty used to water. See below for a video of my rats in the bath tub.
